Sir,
With reference to your letter of the 25th ultimo
enclosing copy of a despatch from Hong Kong respecting the
imprisonment of certain seamen who had been convicted by a
Naval Court at Honolulu, I am directed by the Board of Trade
to state for the information of the Marquis of Ripon, that
the legal question raised by the Hong Kong Attorney General
is one of some difficulty, and the Board have therefore thought
it desirable to submit the case for the opinion of Counsel
before sending a definite reply.
As soon as the opinion is received a further communica-
tion will be addressed to you.
